Getting a Driving Licence in Lithuania

Both written & practical driving test are mandatory to get a Lithuanian driving license & an instructor or school is a prerequisite for the tests.
To obtain a driving licence, you:
  • must sign up with an approved driving school for at least 30 hours of practical training (for a category B licence)
  • must pass a theory exam and a practical test held by the Lithuanian State Enterprise "Regitra"

There is no formal requirement for taught hours of driving theory, so this can either be learnt through self-study or through a driving school.

​Fitness to drive

Age requirement

​Category A (over 35 kW cc)
​20 years. However, to drive motorcycles inthis category you must have a minimum of 2 years' experience on motorcycles under an A2 licence. This requirement may be waived if the candidate is at least 24 years old.
The minimum age for motor tricycles exceeding 15 kW is fixed at 21 years.

Category B (passenger cars)
18 years

Living in Lithuania
You can take driving exam only if you permanently residing in the Republic of Lithuania (living for more than 6 months).
A student (a foreign national or person without citizenship) who has been studying in Lithuania for at least 6 months is also considered to be a person permanently residing in the Republic of Lithuania.

Documents

To take a theory test, applicants for driving licenses must produce the following documents:
  1. Documentary proof of person’s identity.
  2. Valid medical certificate confirming your state of health and psycho-physiological abilities are fit for driving a motor vehicle of a particular category.
  3. Health attestation certificate confirming your graduation of courses in First Aid Training.
  4. Earlier issued valid driving license, if any.

First aid examination


After that, you must take a first aid examination. A trained specialist usually comes to the driving school to teach first aid for a few hours. If you pass the first aid examination, you are supposed to be in a position to give first aid in case of accident!

Medical examinations for the sight

​​The next step is going to the hospital and take medical examinations for the sight, check the presence of alcohol in your blood etc. In general, doctors check people's general health conditions.


How much it cost to get driving licence

To get a driving licence​​ will cost you about 600-800 Eur including driving lessons with qualified instructor and fees.

20 hours driving lessons with a instructor

​Once everything's cleared up, you can go ahead with the driving lessons. People must take at least 20 hours driving lessons with a trained instructor.

​Once completed your theoretical test at the "Regitra" is completed successful, you can take driving lessons and your final driving examination.



If you have a driver's license issued abroad

If you have a driver's license issued abroad, you just need to go to "Regitra" and exchange it for a Lithuanian driver's license if your country has signed a convention with Lithuania on driver's license exchange.

​Check your eligibility with the Lithuanian embassy in your home country. Exchange is possible provided that you are staying in Lithuania for more than 6 months.


If you travel to Lithuania for a short period of time, you don't need to do anything. Driver's license from other countries are valid and accepted in the country.

You don't need instructor or school if: 

1. once and if your existing driving license is OK for Lithuanian authorities (you have to translate it to Lithuanian with authorised translator and demonstrate both original and translation to the information desk in Regitra to determine whether you are eligible to replace your driving license with new one (with saving of your driving years and categories));

2. you have to pass medical test and first aid certification (two papers with stamps); 

3. If your docs are OK for Regitra train yourself with online tests for a small fee (f.e. www.ketbilietai.lt, but it is in LT only. Perhaps there are others with EN, because you are eligible to pass Regitra's theory tests in LT/EN/RU).

Or you may complete driving courses and obtain certificate from Regitra but in this case you will be a 'rookie driver' in Lithuania with certain limitations like zero alcohol, speed limits, etc for two years.

If you wish to renew an EU driving licence, you must undergo a medical check:
  • Category A - every 10 years, or every 5 years over the age of 56, every 2 years over the age of 70, and every year over the age of 80
  • Category B - every 10 years, or every 5 years over the age of 56, every 2 years over the age of 70, and every year over the age of 80
  • For professionals (categories C and D), the medical certificate is only valid for 2 years.

Hi , I’m studying at Klaipeda university I’m from Egypt and I have Egyptian driving license , I want to get Lithuanian driving license . Can I exchange my Egyptian license with Lithuanian or I need to apply for anew one? How long the validity of Lithuanian license I’m 26 years old ? Is this license valid for all EU countries? What is the total fees included school fee and test fee ? Thanks alot

I recommand you the above website to learn the road traffic rules as well the Ascent is very bad in REGITRA that`s only in English and the rest of the languages are bit easy if we work so, it`s really complicated one you can go and ask about to change even i`m from other state trying to get the license in lithuania but even thoug i have the driving license they told me to start the new process.

Hello! If I have been resident in Denmark and my driving license was from Denmark, but now for a few years I am Lithuanian resident and my Danish driving license got stolen, what should I do? Where can I take medical checks in Lithuania? Is it one hospital or I must go to several ones? Maybe can provide with address?

Hello,

When your driving licence is issued outside EU or EEE, you have to take both exams (theory and driving). It is not necessary to go to the driving school, you can go directly to state enterprise REGITRA to take the exams. However it would be recommended to have some driving lessons with the instructor. About the theory - there is no up to date translation to English of Road Traffic Rules available, so it is quite difficult to learn it by yourself. hello, I am married with a lithuanian man why do you that ilegal, the rules of europe Union say that I have of same right of my husband because he is lithuanian I am latin woman, I have here 8months so how is posible that I can not get license driver, when I have my license card of my country and I drive very good the problema is that now is expire, you say ¨You can take driving exam only if you permanently residing in the Republic of Lithuania¨ that is ilegal, because I have right of have license driver!
